JP COGER’S WASHINGTON COUNTY UPDATE --- PART TWO TO INCLUDE AGENDA ITEMS

DUE TO THE LATE ARRIVAL OF THE AGENDA AND MY SCHEDULE TODAY, I WON’T BE ABLE TO GO INTO A LOT OF DETAIL, BUT HERE ARE THE HIGHLIGHTS:

(After reviewing the agenda, if you have questions about any part of the reports or ordinances, or questions you’d like me to ask, just let me know.)


  • Agenda Item 4:  Monthly statistics report from the WC Juvenile Detention Center, presented by Director Chris Tinsley.  These reports are very well prepared and provide a lot of information about the WCJD.  

  • Agenda Item 5:  Sheriff’s report presented by Sheriff Jay Cantrell.  Unfortunately, this report is very scarce on information.

  • Agenda Item 6:  Treasurer’s report by Treasurer Bobby Hill.  Our treasurer reports everything and makes it easy to understand.  You can see from his report how much revenue was received last month, how much money was spent, and so much more.  His report starts on page 11.

  • Agenda Item 7:  Employee’s Insurance Report by Charles Angel.  This report is well prepared and very thorough.

  • Agenda Item 8:  AN ORDINANCE APPROPRIATING $9,329.45 IN THE JAIL FUND FOR 2024.  We participate in the SWEPCO Arkansas Energy Efficiency Program and received revenue of $9,329.45 earned from that program which will go to the 2024 Jail Fund.

  • Agenda Item 9:  AN ORDINANCE AMENDING THE COMPTROLLER’S 2024 BUDGET.  This creates a new position in the Comptroller’s Office “Financial Technician 1”.  This position has already been funded.

  • Agenda Item 10:  AN ORDINANCE AMENDING THE JDC BUDGET FOR 2024.  Regrade of Youth Development Supervisor to Grade 12.  At Jesap meeting,  It was noted they make less than some JDC staff even though they have more responsibilities.  Asking for a slight increase in pay grade.  Not asking for any new money.  This transfers $3,863.34 from the Food Line Item in the Juvenile Detention Center Budget to salaries, Social Security, retirement and workman’s compensation items.

  • Agenda Item 11:  AN ORDINANCE AMENDING THE INFORMATION TECHNOLOGY BUDGET FOR 2024.  This creates a new IT position “Network Administrator” and funds the position with $85,502.42 from unappropriated reserves (savings).

  • Agenda Item 12:  AN ORDINANCE AMENDING PURCHASING DEPARTMENT 2024 BUDGET.  This is a title change and a grade change for the Purchasing Manager position and appropriates $7,895.13 from savings to cover salaries, Social Security, etc.  During the JESAP meeting, Judge Deakins said this  position did not get included in the system and the Purchasing Director/Manager is doing a “two person job.”

  • Agenda Item 13:  AN ORDINANCE AMENDING THE 2024 JAIL BUDGET.   This ordinance appropriates $3,074.23 from savings to the jail budget 2024 at the request from the Sheriff to create a Help Desk Manager position.  During JESAP, this was discussed as “...an empty position…will help Jak Kimball…the person currently helping Jack is a 29 year employee and “we need someone in the pipeline” if that person should retire…probably won’t hire first percentile.”

  • Agenda Item 14:  AN ORDINANCE AMENDING THE 2024 ROAD DEPARTMENT BUDGET.  This removes three positions in the Road Department Budget and creates two new positions:  (a) Executive Administrative Assistance at Grade 9; and (b) Administrative Assistant Grade 8.  




PLEASE, IF YOU ARE ABLE, ATTEND THE MEETING. THERE'S A 15 MINUTE PUBLIC COMMENT PERIOD AFTER THE BUSINESS MEETING. IT'S IMPORTANT THAT THE COURT HEAR FROM THE COMMUNITY.
